bug: mona elemental skill doesnt appear if she sprints right after casting it(edited)

Significance: annoying when you try to cast elemental skill and then create another replica of monas elemental skill from her passive. as you can see she also tells the lines for her elemental skills but does not cast it

Verifying entry. Her sprint basically takes priority over her E. Would be interesting to look back to when we already get other characters with a similar sprint mechanic

I know this issue way to much, since 1.1 when I've tried do main Mona. Not sure if this is the bug or is it suppose to work that way, tho.

@Keqing Your findings are correct and I would like to push them to publishing section. I've got only two issues. Please upload your video on YT and share link here. Also, that's kinda semantics, there's no really evidence that this is a bug, coz there no other character with similar running mechanic as Mona (as of right now). This is more a "findings" than "bug".
