Finding
4 pc VV set resistance shred applies to both elements when they are swirled simultaneously on the same target.
Evidence

Note that both Barabara's N1 (buffed from her C2 in both the control and test) and Beidou's first charge E increase in damage consistent with the 40% resistance shred of VV.

Note that Barbara N1s are buffed from XQ C2 as well as VV in both the control and test.
Once again both Barbara's N1 damage and Jean's cryo infused N1 damage match with the expected 40% resistance shred of VV (and in barbara's case the added resistance shred of XQ C2).
These tests display the two identical swirl numbers from Jean indicating a successful double swirl.
Significance
While it is relatively common knowledge that VV applies to both elements when swirling EC, evidence of such is missing from the TCL.
Double swirling the hidden cryo aura of frozen has yet to be officially documented.
These cases are also significant in optimizing the effectiveness of VV supports in freeze and EC comps.(edited)
But let me confirm. Your investigation is Swirling both Electro and Hydro at the same time, thus triggering VV simultaneously
I think this old entry is saying that VV resist from different elements can stack on top of each other, but not necessarily that you can cause two VV effects in a "single swirl" (technically two swirls happen tho, but you get what I mean)(edited)
