if you download mpv you can just go frame by frame and count them yourself since there is no hitlag(edited)
from your clip, counting from start of casting:
1st frame - start of casting
12th frame - cooldown appears
13th frame - bow appears
19th frame - ganyu appears
22nd frame - bow appears on ganyu
idk why but, frames #17 and #18 are the same, probably ghosting, or you hit something with venti E that I do not see(edited)

For me to give this my stamp of approval, I'd like the following things if you would be able to do it:
1] frame count of how long it would normally take to switch (the moment venti's skill starts -> ganyu's bow appears in her hand)
2] frame count of how long it takes to switch, if you do this cancel (same as previous). I know that @electro > pyro did a frame count for you of the cancel tech, but I think, in order to show significance, we should say exactly how much time this tech saves, which means we also need a frame count for normal switching.
If you're unable to do this because your game runs at 30fps, we can pass this to someone else

thing is the only reason ganyu's bow appears in her hand from the fast switch is because i'm using an autoclicker
if i try and get ganyu's bow to appear in her hand using the slow switch while also making sure it's slow i'd have to know when it switched
i'll probably just check to when the character appears since it's not like the cancel changes the amount of time it takes for the bow to appear anyways

ok something is fucked up because parts of the video are clearly at 60fps and yet some parts repeat a frame
definitely not hitlag because i'm turning the camera and the entire screen freezes
maybe my computer is so bad it just skips rendering some frames
or maybe it's my video editor idk
