Evidence: When the second stack is gained, characters gain 21.7 dmg% (2710*0.008). When refreshing the second stack, dmg% stays at 21.7, meaning the 8% defense from the second stack is triggered first (and counted towards defense for the weapon passive), and then the buff is triggered, rather than them triggering at the same time
