Note: This finding is well-known, but it's missing from the TCL, so here's a ticket for it. (One can argue that it's simple enough to not need a ticket, but not everyone would agree.)
Finding: Cinnabar Spindle's passive is dynamic even for abilities that snapshot.
Evidence: In this video (link: https://www.youtube.com/watch?v=Zlok4zHEDjU), Albedo's Elemental Skill snapshots Gorou's DEF buff and his Transient Blossoms are triggered twice, once while General's War Banner is active and once when inactive. The DMG calculations below show that Cinnabar Spindle uses Albedo's current DEF, i.e. its passive is dynamic.
¤ General's War Banner active, 3611 DMG dealt: (2.405(1480.4 + 438.09) + 0.80(1480.4 + 438.09))(1 + 0.288)(0.50666)(0.9).
¤ General's War Banner inactive, 3405 DMG dealt: (2.405(1480.4 + 438.09) + 0.80(1480.4))(1 + 0.288)(0.50666)(0.9).
Legend for values used: 2.405 = Talent%, 0.80 = Cinnabar%, 1480.4 = DEF, 438.09 = DEF Increase, 0.288 = DamageBonus, 0.50666 = EnemyDefMult, 0.9 = EnemyResMult.
