Library submission is the same as title suggests, proven by @code_01's testing here
Theory/Finding: Faruzan's Burst does not reset the ICD of her C6 Vortex procs
Evidence: As you may see, if Faruzan's C6 vortex procs' ICD reset upon burst recast, it would have procced on the damage instance during burst recast.

Significance: Faster burst recast does not affect vortex generation, so any hope of overlapping with 5.5s particle generation will not happen because it does not reset. (I can't think of any other practical use other than this niche) Also TCL completion
