Finding: Hu Tao's Elemental Skill activation is a 0 dmg hit that isn't counted as Skill DMG, therefore cannot proc effects that require Skill DMG hit like 4pc Tenacity of the Millelith and 4pc Deepwood Memories set effects.

are you sure those things have skill dmg tag?

either on hit effects require dmg, or those skill activations just don't have skill dmg tag, because Pale Flame and Mitternachts Waltz don't work either, if you have Polar Star, Kitain Spear, PJWS you can test those as well

i can confirm that on hit effects absolutely do not require any dmg, which mean those activation hits above just don't have skill dmg tag
