I thought it was pretty obvious 
Deals Anemo DMG to nearby opponents and heals all nearby party members. The amount of HP restored is based on Sayu's ATK. This skill then summons a Muji-Muji Daruma.

This is related to #what-does-nearby-mean , which is currently investigating all skills, cons and equipment in the game that buff, heal and have "nearby" in its description
