Theory/Finding/Bug: The stacks from Staff of the Scarlet Sands snapshot their buff
Evidence:
1283 (total attack without sotss passive) + 203 (em before diona c6) * .52 (static sotss buff) + 203 (em before diona c6) * .28 * 3 (sotss stack buff) = ~1560
1283 (total attack without sotss passive) + 403 (em after diona c6) * .52 (static sotss buff) + 203 (em before diona c6) * .28 * 3 (sotss stack buff) = ~1663

well its no shit the first part is dynamic
dynamic: The equipping character gains 52% of their Elemental Mastery as bonus ATK.
snapshots: When an Elemental Skill hits opponents, the Dream of the Scarlet Sands effect will be gained for 10s: The equipping character will gain 28% of their Elemental Mastery as bonus ATK. Max 3 stacks.
