(i'll be working on a video that records E frames including all cancels in ~10 hours, unless you guys decide to use gcsim's videos & frame counts for that)
Finding:
If there is no target in range, clusterbloom arrows target where the wreath arrow hit.
If there is a target in range, it prioritizes enemies over objects, even if the wreath arrow hits the object.
If there are multiple targets, it only targets one of them.

Finding: Tighnari's E snapshot at activation. Tighnari's Q snapshot when arrows are fired but the Q secondary damage is either dynamic or snapshots at individual times when they are created. A similar case is for Tighnari's Wreath and Clustebloom arrows.
