Guess what, in the end, water wasn’t wet

2Finding: recent findings literally show that water, in fact, when underwater, isn’t wet (at least to enemies). As you can see, Nahida’s skill doesn’t produce blooms and Raiden’s doesn’t induce electrocharged.
As for characters, water constantly applies Hydro underwater. Jean’s burst has vertical range and keeps swirling the element while it also keeps getting reapplied.
