Yelan E, Q Initial and Throws have Separate ICDs
Yelan Exquisite Throws are subjected to ~2s/3-hit ICD mechanic
1st clip shows swirl triggers at 5.12s and 7.20s with just 2 throws which indicates that the timer ICD is below 2.08s and the standard 2.5s, while the 2nd clip shows only 1 swirl trigger with 3 throws whose damage numbers popped up on screen at 14.03, 15.70 and 15.92 respectively, which indicates that the timer ICD is higher than 1.89s. This is mostly here just to somewhat support the findings from the datamines

I don't think the "resets on swap" is accurate form your video. Ganyu's damage remains increased wehn she swaps back, but it loses it shen shes off field, applies to active character only is probably better

Finding: Yelan's Exquisite Throw can proc very early into an auto attack animation, unlike Xingqiu's Rain Swords. It is possible to perform "n0" inputs to trigger her Burst without triggering XQ's Swords.

it's not extended. i was doing some testing with yelan's A4 duration buffing itto's combo and it falls off when you'd expect it to if there was no hitlag
the good thing is that the timer seems to start near the end of the burst animation, so you're not losing a whole bunch of time while stuck in a cutscene

yelan's Q timer seems to start on frame 73 of her burst, which lines up with the white flash during the cutscene, or this frame when you're not in the cutscene:
so there's about 0.3s of the A4 buff duration that's used up before you're able to input to swap characters
going 15s from that frame, the animation for the dice disappearing starts, which should mark the end of it. i wasn't able to find extension or lingering effects
