Theory: Based on the Xingqiu wave snapshot ticket, Yelan’s ult was investigated. Unlike Xingqiu, it seems the check for buffs is made per projectile, not per wave. It seems each burst projectile snapshots after being generated.

Also, if you have a way to test this with longer flight time, feel free to tell me. Wasn't sure what to do since yelan's burst tends to fall onto the ground.

I put in a timer in your video, starting from the "Swirl" that appears on the screen. Slowdown effect at the end of the video for better visibility
The first projectile of the wave (the light from the dice moving to the left) is visible at 7:58 while the last one (from the dice and moved up) appears at 8:09 which didn't have the buff from A4 Kazuha anymore and dealt lower dmg, which means they snapshot after being formed (the second one (right) appeared at 8:01 but still have the buff, idk is from the game or I timing wrong a little bit)
