Zhongli's Burst, Plant Befall, does not shatter Frozen enemies. It also prevents enemies from being frozen while petrified, as well as preventing them from being shattered.

You don't get extra physical damage when using Burst in freeze teams. Oh no.

actually it just cancels freeze altogether
it removes a freeze that happens during the petrification, even after using Burst
which also prevents shatter

razor and xinyan used to also fail to shatter in some testing but later they were tested again and were no longer bugged, so having a whole notes column for a single ability was dumb
i could add the note back differently tho
